Not in my opinion.

For starters, the assumption that the fringes are used for truncation and 
continuation is not true, even today.  It's used for the overlay arrow 
and for empty line indicator.

In general, it's not yet clear what the usage of each of these two areas 
will be.  But we can imagine that the fringes will probably never display 
text, only bitmaps, while the margins can be used for either text or images.
