That makes a lot of sense from a plain, unsophisticated user's
perspective.  If I have understood things correctly, a lot of work
has gone into making as much of the display logic as possible
applicable to both X displays and ttys, especially colors.  Then it
would only be appropriate to try to unify the fringe concept in both
environments.  I read the TODO file the other day, and one of the
items listed was:

   * Support simultaneous tty and X frames.

To make it easier to implement such support, it would probably also be
beneficial to keep the differences between the two as small and
consistent as possible.  It would be a mighty feature to have
emacsclient make emacs open a frame on the tty emacsclient was started
from.  That would make emacs into a client-server application.
