[Targnum-editing] reliability.html double translation

[the duke]

hey guys,

I found out that /philosophy/reliability.html has two translations, one by the 
duke (me) and one by Elad Zamir (an older translation).

Thus, not me nor him can edit the document.
This is a rare case of a double translation editing, and should be done 
carefully.

it needs an editor.
anyone?

all the needed documents are in the zipped file.
