[vile] progress toward 9.5s

I've been implementing Unicode support - have a workable configuration for 
the termcap/terminfo driver, and enough to demo with winvile.  (I'd put 
out a 9.5s with that much, but have found that it's more effective to 
complete the task than to get sidetracked into other programs).
