I redid the steps in my original steps with tramp-verbose to 6, I can see a
*debug tramp/ssh server1*:

------------------

%
##Remote host command line prompt here##
19:44:31.819241 tramp-process-sentinel (5) # Sentinel called: ‘#<process
*tramp/ssh server1*>’ ‘killed
’
19:44:31.826320 tramp-process-actions (1) # File error: Timeout reached, see
buffer ‘*tramp/ssh server1*’ for details
##Remote host command line login banner here##
%

##Remote host command line prompt here##
19:44:44.161550 tramp-process-actions (3) # Waiting for prompts from remote
shell...failed
19:44:44.161831 tramp-maybe-open-connection (3) # Opening connection for
server1 using ssh...failed
------------------

I can't find a connection buffer.

The result was produced with "emacs -Q".

Hong
