[Tiger-devel] patch #3666 - Add a separate config variable for check_passwordformat

Another patch for review.  This one breaks out the check_passwdformat
into its own configuration variable.  Currently check_passwd and
check_passwdformat are controlled by the same variable.

Right now check_passwd and check_passwdformat are both controlled by a
single
variable "CHECK_PASSWD".  Since some of the checks in these two modules
are
duplicate, it would be useful to be able to run one without the other.

Changes were made to the main tiger file, as well as the tigerrc file.
