Indeed.  I think that the difference is in the tex4ht configuration,
if I recall well, in debian and fedora, dvips was changed to dvipng.
I will try to handle that.

This one is unexpected.  Did you run a make all prior to doing the tests?
Do you have a LocalData directory in tp/?  If you have, maybe it is out
of date?  This would be in favor of using real makefile rules to synchronize
po files in LocalData and in po_document...
