    I don't think that Info even needs Top.  

It seems you are right.  I just tried
  @xref{,,, emacs, The GNU Emacs Manual}.
Resulting in
  *Note (emacs)::.

I tried that with the current standalone info, an old standalone (4.8),
the current emacs and an old emacs, and all followed it to the Top node.

So ok, we can accept the no-arg form.  Can you get rid of the warning
that is currently given in that case, and I'll see about adjusting the doc.
