“Permanent private mode” suggests to me that Tor may be the problem. Is Taler simply not compatible with Tor yet? Or is this a bug I can fix somehow?

Yes, wallet extensions are fundamentally incompatible with Tor Browser.

Tor Browser has a goal of storing nothing (except bookmarks and other information explicitly saved by the user) across sessions. Any wallet will need persistent storage, which Tor Browser is designed to deny.

Tor itself is probably usable with Taler, but you will need to use another wallet.
