help with a unique application of swarm

We are at the conceptual stage with a model to run an internet based system open to the input of the people of the world that could, in partnership with the people:

• Select and categorise ideas/strategies
• Model and refine ideas/strategies

• Model society and its sub-systems

I have a programmer with me but we are novices with ABM. Obviously SWARM should handle the modeling of society. My idea is to treat the ideas/strategies as agents and use SWARM to create ecologies that could do the selecting, modeling and refining.

We would be grateful for any assistance in putting this together. Perhaps there is someone out there with broad experience in ABM who could see how we could put this together.
