yes - you can put it directly into your .emacs file, but take care, to
have all the (require 'speechd-*) statements in front of the speechd-el
related settings.

I have never used the <C-e C-a> feature - just set it directly in your
.emacs - especially if you assign voices to faces, thats IMHO
easier. See my (setf speechd-voices ...) statement at

then the following assignment faces → voices.
