[PATCH] Add an output module for RHVoice.

Dear all,

I am the developer of the synthesizer in question. This module was
written for the old version of RHVoice. Since then I rewrote the
synthesizer, because it was too difficult to extend, and adding support
for new languages was just impossible. But the api is not backward
compatible. The new version of RHVoice has been stuck in an alpha stage
for a very long time. It includes a new output module for Speech
Dispatcher I have written. Though I didn't follow the standard practice
of implementing modules as a part of Speech Dispatcher itself, but wrote
a program which conforms to the communication protocol.
