compiling speech dispatcher from git

Hi,
I have encountered a strange problem. I want to compile speech
dispatcher from git, because of espeak and libsonic support.
But it says, that it requires dotconf 1.3. Do I have to compile dotconf
on my own?
I am using ubuntu 12.04 and version of package libdotconf-dev says 1.0.13-3.
