It is important to consider that we are already in need
of extensions to SSML in other areas too:

Defining an extended SSML with new markup from a special
namespace seems to be the right thing to do. This is how we
can do for tones as well.

However, it must be considered whether we actually need
tones in SSML (combining them with other text), or if SSIP
support only is enough for the use cases we have.
