If you haven't done a test like this already,
try: gpg --keyserver pool.sks-keyservers.net --recv-key ${new-key-id}
and: gpg --keyserver sks.disunitedstates.com --recv-key ${new-key-id}
From what I can see, this propagation usually happens pretty fast.
