Yes, it is very well explained. The explanation isn't the problem ;-).

The problem is just the type-setting: to help reading that explanation.

In projects were multiple people collaborate, they agree to some very basic
standards. For example you could have written the commit message in Persian.
But by doing that, it wouldn't be useful for others. 

Similarly, following those type-setting recommendations makes your commit fit
nicely into the Git history: in particular the outputs of `git log' and `git
log --oneline' (which are very commonly used). 

Having one author's commit messages be out of format makes things confusing,
and obscures the history when someone is running those commands to
see/understand the project history.
