Reading https://www.gnu.org/software/repo-criteria-evaluation.html I
seem to recall that GitLab had a much better ranking when self-hosted.

Would it make sense to evaluate both GitLab.com and self-hosted
foss-branch gitlab?

And if we are going down the self-hosting path:
* Gitea
* Forgejo (runs on https://git.data.coop/ https://codeberg.org/)
