this is substantially different than the current A+0

i would not consider to "look" or "download" to be "operating on projects" -
that is plainly (passively) "fetching data" - "operating on projects" suggests
write access, which of course should require authentication, and is of course
subject to the maintainers approval - all of these are the common expected norm
- no one would so much as suspect that a public forge would work differently
