thats a good point, providing that the build script has full
sudo access - some of them do not

i think the most relevant factor regarding these, is whether or
not the service is operated by the same host - i believe that the
intention of A5, presumes that the secondary service is not
operated by the same host as the forge

if the secondary service is operated by the same host, then it
may as well be considered as part of the main service, and be
evaluated per the same criteria as the forge

if the secondary service is operated by some other host, then it
would be outside the scope of the evaluation, which pertains
only to the forge host
