Your grasping of straws was educated! The directory "scripts" is a 
symlink to BACKUPDIR/Dropbox/home/scripts/ and the "-l" switch clearly 
doesn't work with the symlink. This does work:

$ rdiff-backup -l Dropbox/home/scripts/fresh_install.sh
Found 5 increments:
...
