As well as Josh's excellent web-based rdiffweb, there is also archfs http://code.google.com/p/archfs/. Using archfs with WinSCP allows you to browse a backup store through a familiar directory tree structure and drag'n'drop archives files or directories to other locations.

I had found rdiffweb.  Nice project.  Not quite what I was looking for.  I did not want to bother with the web server setup/maintenance.

I was unaware of archfs.  Thanks for pointing in out.  If it can be made to work in the windows world I will have the solution I have been looking for.
