what I do is backport the latest stable rpm with alien.
the only problem with that is that you have to edit 
/usr/bin/rdiff-backup to point to python2.2 instead of python after you 
install the .deb file.

alien is the easiest to use.
ideally a proper backport of the unstable version would be good.
