then you might need to tweak the cygwin variables about nt-ea or 
something like that.
I don't have it in front of me right now, but you basically need to 
ensure cygwin is mapping your 'unix' permissions to your NT permissions.

doing ls -al on something like ~/.ssh/ should be revealing.
