I don't know, I'm afraid.  I know almost nothing about AIX, so I don't
know which bits of PAPR it needs to boot.

That's not really comparable.  I think that would be SLOF running
within a partition, but with the PowerVM hypervisor, which is what
provides most of PAPR.
