Fantastic, thanks Jon! I was convinced the problem was with Mojave after tcpdumping on both ends but you are right, it really works with MacPorts.

Yes! After many hours of troubleshooting, I was able to get this working with qemu from MacPorts.  Both qemu from Homebrew and my own self-compiled binary failed as you described.
