I don't run on a Mac, but a Google search verifies you can't set processor affinity.
But, it does look like you can do the next best thing which is to re-nice.
So, you won't be able to set a hard restriction on CPU resources but you can adjust related priority even to the extreme which can ensure essential processes will continue to run even if lower priority processes come under heavy load.

On Macs it's not possible to set CPU affinity, and there are programs which have issues on multi-core systems. That's why I wonder whether QEMU could be used (in my case I'd like to use it with Wine) to emulate a one-core environment.If that's possible, what about performance--should I choose a virtual processor that would be similar to my own? Can I use it with Wine and this "user mode emulation"?
