Why would you like to build PSPP on windows on your own when a simple googling of "PSPP Window"" provides you with

a build dated 10th february 2015 ?

And why it is said to be difficult to use PSPP on windows ? Did you use it on windows ? What is the difficulty ?

But you know that there is a Windows binary, right (http://pspp.awardspace.com)? I believe it is cross-compiled (i.e., it's compiled for windows on Linux), and if so it's possible that no one on this list actually compiles PSPP on Windows.  At one point, GSL (which is a library required by PSPP) was said to be difficult to use on Windows.
