Don't forget that Spss also runs on Mac and it's been running on Unix
ever since 1970, and other mainframes before that.
     
     So, for example, if Matej send me a file who he made on windows,
     I will not be able to see the non-ascii chars on my windows?

If he made it on a recent Spss version  then your system will probably
detect the encoding automatically and you'll be okay.  If he made it
on an earlier version, then you'll have to explicitly tell your system
to read the file in the encoding in which  Matej wrote it. Otherwise it'll
appear messed up.   Note that the CP1252 encoding (your default) can't
display those accented csk characters which Matej mentioned.  See
