The maintainer has a recent copy of gnulib on his disk already (otherwise
'bootstrap' would not work). He can run libtool-next-version, just like
gnupload, from there. No need to copy it into the package. Only the programs
that are invoked from the build system need to be copied into the package.
Anyway, if you feel you want to have a copy in your package, use
$GNULIB_TOOL --copy build-aux/libtool-next-version
I see. Makes sense 8-)
