At the LabCMO, a research lab based at the Université du Québec à
Montréal, where I work, we have developped a document managment system
for an electronic scientific journal, named COMMpositeur. This system
is quite simple, but seems to work well in the context of the small
group it is designed for. The system consists of fours phpgroupware
applications

bios: for editing biographical information about journal contributors
metadonnees: for editing articles' metadata
traduction: for translating metadata to different languages
production: an interface for a production chain that is partly external to
phpgroupware, that works by translating RTF -> Docbook -> HTML and PDF
and which integrates the the data managed by the other modules.

COMMpositeur is somewhat tailored to the needs of the particular
client, but we publish it in the hope that it could be useful to other
scientific journals looking for a groupware solution:
