not really clear on what you mean.  phpGW will have more of a tendancy to do
nothing at all than to start doing odd things on it's own.

registration is a seperate app, like Calander and Addressbook are apps.  I
odn't know if it comes in the standard tarball, but it can be gotten from CVS.
