Summary:  New trouble tickets are not assigned default values

Original Submission:  In the Trouble Tickets module (tts) as an ordinary user I 
have created default values for the 'Assign to:' 'Priority:' and 'Group:' 
fields. These are not, however, being picked up when a new trouble ticket is 
created.
