When i try to send an attachment with 1.5MB using mail i get the following 
error:

Fatal error: Allowed memory size of 8388608 bytes exhausted (tried to allocate 
35 bytes) in /usr/phpgroupware_9_14_006/email/inc/class.mail_send.inc.php on 
line 323

This is a php config issue.  Have a look at 
/path/to/phpgroupware/phpgwapi/doc/php-configuration.txt

There are many settings there you should consider.
