The maps version should not be a problem, if it can't be downloaded/extracted, it will not update it (or use the maps_example.xml if it's the very first time).
Also that is easy to check, just look if there is valid version in conf/maps.xml

I would suspect that you have problems with the internet connection, maybe you need a proxy?

In my case that happened because I did not have the certificate authority certificates accessible by wget. Adding the .wgetrc with the correct path solved my issue.
