Blender suffers from this as well. There were some complaints on their
mailing list about not being able to use OpenEXR "out of the box" when
building Blender.

I am hoping someone from the Blender team could provide us with more
information.

Ditto.

Another factor to consider is that some users (possibly CinePaint) 
will sometimes want to use OpenEXR in an uninstalled mode so using an 
external config utility to obtain paths to use uninstalled OpenEXR 
will fail.
