I have:
java-1.7.0-openjdk-devel-1.7.0.9-2.3.3.fc17.1.x86_64
java-1.7.0-openjdk-1.7.0.9-2.3.3.fc17.1.x86_64

The devel package provides jni.h at:
/usr/lib/jvm/java-1.7.0-openjdk-1.7.0.9.x86_64/include/jni.h

There are undoubtably links pointing to that ../include.

 Am I missing something?
