[Octave-bug-tracker] [bug #61687] Translation files for 7.1.0 release

Follow-up Comment #2, bug #61687 (project octave):

Attached is the Dutch translation.
No guarantees that I correctly understood all text in the *.ts file; I tried
to hunt down all the texts snippets in Octave-8.0.0 but couldn't discover all.
For example, the ones about saving bookmark files etc.
Furthermore, while being Dutch I'm far more comfortable using English when it
comes to IT stuff, so even I sometimes have trouble finding the proper, or
most "fitting", Dutch wording. I expect that to apply more or less equally to
the other translators here :-)

Along the way I spotted a typo somewhere at L.3200+:
"is not a valid XBEL file *verison* 1.0."  =>  "is not a valid XBEL file
*version* 1.0."
