Details:

(sorry for my perhaps bad wording in title)

On Windows I often find that the GUI editor with a loaded file has focus but
no text cursor and clicking inside he text does not help.
In such a case I can only get a text cursor after clicking anywhere else than
in the editor pane, and then click in the editor.

Perhaps related:
When clicking on of the menu items in the Editor's main meny toolbar (e.g.,
"File") and shift the mouse cursor down to an item with a submenu (e.g.,
"Recent Editor Files"), the contours of a popup to the right of that item show
up but the popup is merely greyed (whited) out until I move the mouse cursor
just a tiny little bit. Only then the popup contents are shown.

It could be that some local settings are at play here (delayed focus and hover
in the Windows registry) but Octave is the only program that shows the
behavior described above.
