Follow-up Comment #6, bug #57522 (project octave):

I think it's clear that some discussion is needed to figure out what behavior
is desired. I also think it's clear that the current behavior isn't really
breaking anything, that unloading is not used that often, that this isn't
blocking any other changes from happening, and that this doesn't urgently need
to be addressed for 6.1.0.

I think my preferred behavior would be to issue an error message, treating a
package as "resource" that is in use by another package, and only unload A if
B is unloaded first or in the same command.
