Follow-up Comment #5, bug #57522 (project octave):

btw, 

1. pkg can check if a package is loaded using the describe option
2. There is no nodeps for loading or unloading, only for installing.
3. One cannot uninstall dependencies, and an error is issued. 

I prefer to let the user do what they want (maybe there is a valid use case
which devs did not foresee!), and warn them if what they do is not desired.
