Can you give a citation for where this is required?

According to the upstream spec, the tag is completely optional.

I guess that some tool is adding a requirement to make this mandatory, but
it's not clear to me what that tool is or what version introduces this change.
The appstreamcli tool validates the current appdata file without this tag.
