I'm looking for advice about form.  It's quite possible that we should
copy a combination of COPYING and AUTHORS, as far as I can read the
REJECT FAQ and the mail messages it points to on this issue.

I know, and I know quite well the difference between a copyright
notice and a license, thank you very much.
