Ok, after a great deal of bludgeoning I have tagged monotone-0.37-2.
amd64 packages build correctly both by hand and in pbuilder, and
dpkg-buildpackage -B does not build any of the manual.  This
unfortunately involves bending policy a little -- the "build" target
won't build the manual either, even though it ought to.  Given that
build-arch has been specified for *six years* and still
dpkg-buildpackage and the buildds are unaware of it, I think I am
allowed to bend the rules a little. :-/

debian/rules was totally rewritten - I just could not make cdbs do
what I needed it to, so I dropped back to a plain debhelper template.
Probably could use a review.
