possible 5.4 bug

I have just installed 5.4 to test it before general deployment & something has gone wrong

"monit summary" showed all items not monitored - thats fine
I did "monit start all", then "monit summary" showed all items as "Not monitored - start pending" - fine as well

this morning "monit summary" still shows "Not monitored - start pending" for all items, a reload doesn't change things and
the monit.log contents shows nothing except the reload since yesterday afternoon (we run with -v already, so its normally written every 2 mins)

It may be related that there are 2 processes:

# ps -ef | grep monit
root      2649     1  0 Aug13 ?        00:00:00 /usr/bin/monit -Iv
root      7936  2649  0 Aug13 ?        00:00:00 /usr/bin/monit -Iv
