Yeah, it matches only new lines, not the change of the file.

I always do 'echo "ERROR" >> /var/run/file' (append).

monit expects to see kind of a log file which gets news lines added to it. I 
also have the state file in /var/run, so it's reset once in a while during a 
boot.
