Ok, I get you. There may be several reasons that you can get this error, first lemme assume monit is on a Linux based machine ( I have never bothered to know about monit on windows).
First confirm if monit is set to listen on port 28080, this is in monit configuration file.
Also confirm security policies, this is at different levels at your network firewall or mostly IPtables on the Server.

Assuming that you ran telnet from the localhost then this may be an Iptables issue or basically monit is not listening from that port - find out this. Also confirm monit is running.

As for an API, I presume that at any point in time monit holds the current state of those things it is monitoring.  What I want is to be able to query monit for that information.  Maybe also add my own custom collectors.
