Aleksander is right - it appears monit is not even started?  Did you copy the rc.monit file into init.d?  If so, try starting it from there (and making sure all the variables are correct for location of binary, log files, etc.)

But is monit running? Monit is a daemon and comamnd line utility using the same binary. First start monit, then later you can run commands like monit start all.
