[Mldonkey-users] Individual Slots Per Torrent

It would be nice if you could set individual slots per torrent. As an
example, set 3 slots with combined max upload rate of n kib/s for a
torrent. An option to this command could be to increase speed if more
resources are available in the pool.

Many times I find that no slots has been given to some torrents and
the download therefor is very slow.
