You say "esp lately", does that mean it worked before?

Do you have this problem only for some of your files or for all of
them? (Wasn't clear to me from your original post)

If it never really worked (e.g. DL < 2 kb/s on a DSL line) and you
have this problem for all of your files, try changing the ports to
non-standard ones. Some providers (like Tiscali in Germany) throttle
the bandwidth of well-known filesharing ports (e.g. 4662 for Edonkey)
to a very low value.

Also make sure your configured ports are accessible from the internet
and not blocked by a firewall, router or something to avoid "lowid"
problems.
