[Mingw-cross-env-list] FreeType and HarfBuzz

Since FreeType version 2.5.3, the library can optionally depend on
HarfBuzz, improving its auto-hinter a lot.  This is a chicken-and-egg
problem, and it essentially means that after installing HarfBuzz you
should re-install FreeType so that its configure script can pick up
the HarfBuzz dependency automatically.

What's the proper command to re-install FreeType within MXE?

PS: A better solution could be to make MXE do this automatically...
